It should be in the context of the local electrical codes when the work was done by a professional.

....( Never assume you know what "they" say to believe ).... Pre-wiring does not necessarily mean that the key is present .... Check yourself or hire an electrician to hang a big fan .... a little caution goes a long way!

Any good contractor probably used to put on the block, or a rod sleeve for ceiling fan if they were connected with them. However, not many fans of this new CAP does not require them if the manufacturers have stopped installing.
